Patients' Rights

Know your rights. Take an active role in your case

Access to health care

You have the right to access cardiac health services, including health promotion, disease prevention, treatment, rehabilitation and palliative care.

Emergency treatment

In an emergency, you have the right to receive treatment to stabilise your condition at a Uganda Heart Institute facility, regardless of your ability to pay.

Information about medical cover

You have the right to understand the benefits and services available under your medical cover or health insurance. You may seek clarification and challenge decisions concerning your cover where necessary.

Choice of cardiac care provider

You have the right to choose a qualified, registered cardiac care provider who is in good standing with Uganda Heart Institute. Your choice must comply with applicable medical and ethical standards.

Quality health products and services

You have the right to the highest attainable quality of cardiac health care products and services, delivered in accordance with recognised medical standards.

Refusal of treatment

You may refuse, withdraw or withhold consent to treatment, provided this does not create an immediate danger to you or others and your ability to make the decision has been considered. Your decision must be documented in writing by the care provider and witnessed independently.

Care without discrimination

You have the right to receive care without discrimination based on your health condition, religion, political beliefs, disability, race, age, social status, nationality, country of birth or similar grounds.

A healthy and safe environment

You have the right to receive care in a clean, healthy and safe environment. This includes adequate water, sanitation, waste disposal, infection prevention, and protection from practices or facilities that could cause harm.

An identifiable health care provider

You have the right to know the name and professional role of the person providing your care. Health workers attending to you should be clearly identifiable.

Your participation in clinical training or information-gathering programmes must be voluntary and informed. Your verbal or written consent must be witnessed.

Receiving visitors

You have the right to receive visitors during your hospital stay, subject to the visiting hours and guidelines established by Uganda Heart Institute.

You have the right to clear, accurate information about your condition, proposed tests and treatment so that you can make an informed decision. Consent may be verbal, written or demonstrated according to your condition and should be witnessed. In an emergency, consent should be obtained as soon as possible after stabilisation. The charter allows a clinician to withhold information if disclosure is likely to cause severe harm to your physical or mental health.

The charter allows treatment without informed consent in specified circumstances, including emergencies where your condition prevents you from giving consent and consent cannot be obtained from your representative or guardian.

Referral for an alternative opinion

You have the right to be referred for another professional opinion, whether you request it or your care provider considers it necessary.

Continuity of care

You have the right to continuity of care. A health worker or facility that has taken responsibility for your treatment should not abandon you.

Confidentiality and privacy

You have the right to privacy during consultation and treatment. Your health information should remain confidential. Disclosure may occur with your informed consent, when required by law or a court order, for treatment by another health worker, or where protecting public health outweighs confidentiality. Information used for research, teaching or publication must exclude identifying details.

Access to medical information

You have the right to obtain information about your health and treatment from your clinician or Uganda Heart Institute, including a copy of your medical records.

Custody of medical records

Uganda Heart Institute is the legal owner and custodian of your medical records. All UHI health workers are responsible for protecting the confidentiality of those records.

Retention of medical records

Your cardiac care records should be retained for 25 years or three years after death, as stated in the charter. Records may be retained beyond these periods, including for research purposes.

Redress and complaints

You have the right to raise concerns and receive assistance in exercising your rights. UHI’s designated officer or committee is responsible for receiving, investigating and processing complaints. Complaints about the quality of medical care should be referred to the Public Relations Officer.

Dispute Resolution

A clear path to raise and resolve your concerns

01

Raise your concern with UHI management

Lodge your complaint through the Public Relations Officer (PRO). Management may resolve it amicably or use an internal inquiry, committee or responsible officer.

02

Escalate to the Board of Directors

If you remain disastisfied, forward your complaint to the Board of Directors for resolution.
